Under IDEA, a school district must provide a Free Appropriate Public Education (FAPE) to every eligible child with a disability, regardless of funding, staffing shortages, or lack of an in-district provider. (20 U.S.C. § 1412(a)(1); 34 C.F.R. § 300.101, 300.323(c).
